Interlibrary Loan Services and Policies

PHSL Interlibrary Loan Services are only available to current Palmer Colleges' students, faculty and staff.

Through Interlibrary Loan, Palmer College of Chiropractic, Davenport, students, faculty and staff in good standing, can obtain materials that are not available in the David D. Palmer Health Science Library. 

Palmer Health Sciences Library will borrow items from another library under the following rules and conditions:

  • Palmer Health Sciences Library does not own a print or electronic copy of the requested material, or if owned, the material has been declared damaged, lost or missing.

    • Lost material is defined as material that has been declared missing for 3 months or more.
    • Missing material is defined as material that cannot be found after three unsuccessful searches for the material.

Students out in the field on preceptor status may request articles from our Library via interlibrary loan. The mail transit time will increase, as the article will travel from library to library, then to your field location. We are unable to borrow books for students who are unable to pick-up and drop off the book at the Palmer, Davenport location.

All patrons must agree to read and abide by the Palmer Health Science Library Interlibrary loan policies and the United States Federal Government Copyright restrictions

Copyright Restrictions

The Copyright Law of the United States, (Title 17, United States Code) governs the making of photocopies or other reproductions of copyrighted material.

Under certain conditions specified in the law, libraries and archives are authorized to furnish a photocopy or other reproduction. One of these specified conditions is that the photocopy or reproduction is not to be "used for any purposes other than private study, scholarship, or research". 

If a user makes a request for, or later uses, a photocopy or reproduction for purposes in excess of "fair use", that user may be liable for copyright infringement.

This institution reserves the right to refuse to accept a copying order if, in its judgment, fulfillment of the order would involve violation of Copyright law.

Fees & Fines

Books:
Books: no charge

Photocopies of articles/sections or chapters of book

  • $2.00 Standard Handling
  • $7.00 Rush Handling sends Standard request with a request to fax back the article or section from book to our library.

  • $17.00 Urgent Handling sends Fax Request for items along with faxing the article or section from book back to our library.

*Please note that when article titles or citations are enclosed in brackets, the article is in a foreign language even though the abstract may be in English. Payment of $2.00 is still required at the time of pick-up.

Fines or fees

Any fines for overdue or damaged material assessed by the Lending library are the responsibility of the patron.

Copyright/Royalty fees

Palmer Health Sciences Library must adhere to the laws concerning copyright and fair use, this includes the payment of royalties, under specific circumstances. If your request requires the payment of royalties, you will be notified prior to the placement of your order.

Restrictions

Although there are usually no restrictions on the types of material that  can be requested through interlibrary loan, many libraries generally will not loan the following types of materials:

  • Non-circulating materials, such as reference books, or rare manuscripts.

  • Books published within the last year are often not available through Interlibrary Loan. Many libraries have policies on not lending newly acquired materials.

  • Entire volumes or issues of periodicals or journals are not loaned. Palmer Health Sciences Library has established  good relationships with certain resource libraries, and can occasionally obtain an entire volume for a shortened loan period.

  • Audio-visual material or computer software is rarely loaned.

Theses & Dissertations

The Interlibrary Loan department will take all measures to fill a patron’s request for a thesis/dissertation, free of charge, from another library or educational institution. When that is not possible, patrons can purchase personal copies of most thesis/dissertations directly from UMI Dissertation Express, a commercial vendor which offers an online ordering service for paper copies of thesis and dissertations. A reduced charge for individuals affiliated with an educational institution is available.

Payment Information

  • Students will be responsible for paying for the requested materials at the time of pick -up.

  • Photocopies will be held for one week after the first notification is given. If materials have not been picked up after one week, the fees will be entered into the Library’s automated system, which will generate a bill that will be mailed to the patron along with the material they requested. If the fees are not paid to the library after approximately one month, the bill along with a $3.00 billing charge will be sent to the Business Office for inclusion on the student’s tuition bill.

  • Students on Preceptorship will receive an invoice from the Palmer College Business office shortly after they receive the material. Invoices not paid after 30 days will be added to the student’s tuition bill.

  • Users who are authorized to have their departments pay for materials may select that option. The department will be billed for the transaction(s) at the end of each month.

Loan Period, Renewals & Recalls:

  • The lending Library determines the loan period for the items they send to us. Please make sure your materials are returned to us on the due date given on the item. We rely on the goodwill and cooperation of other Libraries each time we borrow materials for the Palmer Community. A borrower's failure to comply with the conditions of the loan could jeopardize Palmer College of Chiropractic’s standing with other lending institutions.

  • If you need to renew the item, please let us know prior to the due date. We make a request to the lending library for extending the loan period. Only one renewal per item may be requested. The lending library is within their rights to refuse a renewal, and it is the patrons responsibility to return the item back to us on the due date, so we may return it to the lending library in a timely manner.

  • The Lending Library has the right to recall an item at anytime after they have loaned it. If you receive a recall notice, please return the item to us immediately. If you still need the item, Palmer Health Sciences Library will try to obtain it from another source.

Returning a Borrowed Item

Return Interlibrary Loan materials by the due date directly to the 3rd floor Circulation Desk where you originally picked up the item. ILL materials are not to be placed in book drops or dropped off at any other location in the library. When you are dropping off the material, please inform the staff that the material being returned was obtained through ILL.

Frequently Asked ILL Questions
 

Time needed to fill a request?

  • The time needed to obtain a loan or photocopy can vary considerably. Patrons are encouraged to place their requests as early as possible and to take advantage of the "NOT WANTED AFTER" portion of the form. A patron who does not indicate a ‘not wanted after’ date remains liable for charges even if the items arrives too late to be of use.

  • Delivery of photocopied articles can take anywhere from 3 days to 4 weeks. Factors affecting delivery are, how many libraries own the material, distance from us, and how busy they and the postal service are. It takes much longer to obtain copies from obscure titles or very old volumes. The normal range of time it takes to get an article is 1 - 2 weeks.

  • Books and thesis/dissertations are harder to predict in terms of  arrival time. Besides the variables listed above, the method used to ship the item can greatly impact the arrival time. Most requests arrive within four weeks of the request.

  • You will be notified when your material has arrived by campus mail, phone or email, depending upon the method you have selected on the request form.

Where will I pick up the materials?

Items to be picked up will be available at the 3rd Floor Circulation Desk during normal operating hours.

  • Anything other than a photocopy must be picked up in person at the 3rd floor Circulation desk.

  • Photocopied material requested by faculty, staff, and graduate students will automatically be mailed to their department, unless other arrangements are made.  The department will be billed at the end of the month, through the Business Office, unless the requestor has specified that it will be paid with personal funds.
